Short answer: a nearby comparison shows how your profile stacks up against the businesses customers actually see around you; a rank grid samples where you appear for one search term at many points on a map. Neither tells you exactly what one customer in Bondi or a customer in Fitzroy will see at a given moment — Google's results are distance-sensitive and personalised, sometimes street by street.
Google states that local results depend mainly on relevance, distance and prominence. Because distance is such a strong factor, a business in inner Melbourne might rank very differently for the same search a suburb over — which makes a single "we rank #2" claim close to meaningless on its own.
